With invaluable service to the United States Navy in Operation Desert Storm and as a psychiatric technician honors graduate from the U.S. Naval College in Portsmouth, VA, Sgt. Winfrid T. Finkley continues to give the highest quality of himself to the service of humanity as a state training liaison and program facilitator with the Milwaukee Police Department.

With MPD, Finkley trains all staff, from cadets up to administrators, in unified tactical measures, ensuring staff maintain current certifications. In addition to training in the police force, he also conducts civilian community trainings. To date, he has provided more than 500 city of Milwaukee residents with knowledge of proper police techniques and neighborhood advocacy.

A native of Milwaukee, Winfrid attended Rufus King International Baccalaureate High School and earned a degree in computer programming and operations from Control Data Institute. He also has earned several national certifications that assist him in his professional life training others. He has completed 80 hours of personnel supervisory police training in 2003, and he completed a management leadership course at the University of Wisconsin- Milwaukee.

Winfrid and his wife, Julia have been married for 36 years. They have 3 children and 2 grandchildren. In addition, they have remained active as foster parents for the last 24 years.
